Discuss, consider, and take appropriate action on exempting Election Data Solutions, Inc. from the competitive bidding requirements established by Section 262.024.(a)(7) of the Texas Local Government Code Discretionary Exemptions, as the sole provider for Electbooks Budgeting and Billing Software to support the operations of the Williamson County Elections Department and authorize execution of the agreement of intent.

Election Data Solutions, Inc. is the owner and only provider of Electbooks Budgeting and Billing Software.  The sole source posting was in BidSync for 14 days with no competitive responses received.  The requested Sole Source designation would be applicable for a period of 36 months. This Proposal for Electbooks outlines a one time licensing fee at a cost of .06 per registered voter for a total of $19,832.46, and an annual software license fee starting in 2020 at a cost of .01 per registered voter for a total of $3,305.41.  Pricing is calculated at an estimated 330,541 registered voters.  The number of registered voters for future annual software license is subject to change.  The one time licensing fee of $19,832.46 will be charged to 01.0376.0376.004506.   This is a budgeted expense for FY2019.  Department contact is Elections Administrator Christopher Davis.
