Discuss, consider, and take appropriate action on awarding IFB # 1812-282 Seward Junction Improvements to the Lowest responsive bidder, Jordan Foster Construction and authorizing the execution of the agreement.

Background

Williamson County received 7 bids and the IFB was viewed by 94 suppliers. The base bid + Alternative #2 bids were considered when determining the low bidder. The contractors low base bid is $1,254,259.06 below the Engineer’s estimate, a cost saving of 8.8%.
In addition to meeting the bid qualifications subject to being low bidder, Jordan Foster Construction has successfully completed past projects for Williamson County including RM 620 Safety Improvements and Southwest Bypass Access Routes. Jordan Foster Construction has also performed similar work for the City of Georgetown on the Southwest Bypass Segment 1. Based on the low bid + Alternate #2 of $12,958,648.10 and previous quality of work done for Williamson County, HNTB concurs with the Design Engineer’s (K. Friese) recommendation of Award for the Seward Junction Improvement contract to Jordan Foster Construction. The City of Georgetown has requested that Williamson County Include Alternate #4, which replaces PVC pipe with ductile iron pipe, in the construction contract. The Contract will be in the amount of $13,270,258.10, the total of base bid + Alternates #2 and #4. HNTB is the point of Contact and P274 and P271, Road Bonds will be utilized.
