Discuss, consider and take appropriate action on a line item transfer for the County Clerk's Office.

That State Bureau of Vital Statistics changed software at the first of the year.  It has been a rough go-live and some parts are still not working so the funeral home directors who used to buy the death certificate copies for their customers from us before the State required them to buy from the State (which dropped our revenue) now are so far behind fulfilling orders from funeral homes statewide, the funeral homes are buying locally again because we can produce them in a matter of minutes if we have the death record from the state. So our revenue is up but our planned usage of banknote paper has increased to the point that we won't make it through the year with what we ordered in January to last us through October.  We now need to move money to order more paper so we can continue to issue copies in case the State doesn't get their software updates so they can do their job.
