Discuss, consider and take appropriate action ratifying the execution of a Prohibited Telecommunications and Video Surveillance Services and Equipment Certification Form in order to comply with Section 889(b)(1) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019.
Background
The Federal Acquisition Regulatory (FAR) Council published an interim rule to implement section 889(b)(1) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (FY 2019 NDAA). Beginning August 13, 2020, recipients and subrecipients, and their contractors and subcontractors are prohibited to obligate or expend federal award funds on certain telecommunications products and contracting with certain entities for national security reasons. The County was required to certify compliance with the new rule for federal grant funds.
