Discuss, consider and take appropriate action on exempting from the competitive bidding requirement purchases made during the February 2021 Winter Weather Storm event as per Texas Local Government Code 262.024 (a)(1) [being items purchased in a case of public calamity since it was necessary to make the purchase promptly to relieve the necessity of the citizens or to preserve the property of the county] and Texas Local Government Code 262.024.(a)(2) [being items necessary to preserve or protect the public health or safety of the residents of the county].
