Discuss, consider and take appropriate action regarding Change Order No. 9 in the amount of $-11,573.93 for Seward Junction (Jordan Foster Construction, LLC), a Road Bond project in Commissioner Pct. 2 (P271 and P274).

Background

This Change Order adds new pavement marking items to the contract and extends pavement marking items that were included in the Southeast roadway section to the Southwest, US 183 Crossover and CR 260 roadway sections. This Change Order also provides the final balancing for the overruns/underruns of Contract quantities for pavement marking items on the project, as a result of addressing field conditions not accounted for in the original plans.  
 
There are three (3) roadway sections on the project, Southwest, US 183 Crossover, and Southeast.  The project also included a base bid for a hot mix asphalt pavement section and an alternative bid that was for a concrete pavement section. Each roadway section included a specific set of pay items per section and for each bid option. The County selected the alternate bid for the concrete pavement section to be constructed on both the Southwest and Southeast roadway sections. The construction of concrete pavement introduced new situations for pavement markings that were not included in the original plans or the alternate bid option.
 
Three (3) new bid items were added to the contract and used on the Southwest roadway section. The bid price for the new items matches the price submitted by the Contractor for the comparable white markings, which is consistent with other pavement marking prices already in the Contract. This Change Order also adds pavement markings items to the Southwest and Crossover roadway sections that were previously only included in the Southeast roadway section of the project. The Contractor agreed to extend bid item pricing from one section to the others.
