Discuss, consider and take appropriate action on an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approve a budget amendment acknowledging additional expenditures for the Williamson County Regional Animal Shelter Donation Fund.
Background
The Animal Shelter has unspent capital campaign donation funds. The rabies quarantine areas must follow certain state criteria, such as remaining locked, so the animals have limited contact with humans. Using key locks has severe limitations. The rabies quarantine area must be accessible to Animal Control Officers anytime day or night in order to safely contain animals who have bitten a member of the public. With a badge reading system, we would be able to track who and when anyone entered the quarantine area. Shelter staff members must access the room through a key retrieved from a specific staff area. This method again does not track who had the key last or when they entered the room. There is also the risk of misplacing the key. The budget amendment is to install a badge reading system to improve accessibility.
