Discuss, consider, and take appropriate action regarding Change Order No. 1 in the amount of ($3,148.85) for Project 21IFB16 Bartlett (Cotrell Street) (Chasco Constructors) P: 369 Funding Source: Road Bond.

This Change Order provides the final balancing for the overruns/underruns of contract quantities on the project that are a result of addressing field conditions not accounted for in the original plans. New items are being added to pay the Contractor for removal of existing driveway pipe and installation of new driveway pipe. 
The plans called for the existing driveway pipe to be cleaned out and cleared of debris to improve drainage on the project. After the clean out of the pipe it was determined that the existing corrugated metal pipe (CMP) was in such poor condition that it would no longer function. The old pipe was removed, and new pipe installed.   
Item 460-6023 CMP (GAL STL 15IN) New pipe was installed to replace pipe that no longer functioned.   
Item 496-6007 REMOVE STR (PIPE) Pipe that could no longer be used was removed and replaced with new pipe. The pricing provided by the contractor is consistent with the average statewide unit prices for the same items. 
Twenty-one days is being added to the duration of this project for rescheduling and coordinating construction of the projects in Thrall and Bartlett. Since the project in Thrall was in front of the public schools, the contractor scheduled work around holidays and school events. The construction schedule and the completion of the work in Thrall, delayed the start of work in Bartlett. Once work began in Bartlett, the project was constructed as efficiently as possible.   
This Change Order results in a net decrease of $3,148.85 to the Contract amount, for an adjusted Contract total of $416,770.15. The original Contract amount was $419,919.00. As a result of this and all Change Orders to-date, the Contract has been decreased by $3,148.85, resulting in an 0.75% net decrease in the Contract cost. Twenty-one (21) additional days will be added to the Contract, as a result of this Change Order.
