Discuss, consider and take appropriate action on rejecting the lowest bid received for IFB #22IFB105 Live Oak Ranch Subdivision Roadway and Drainage Improvements Phase 1, and awarding to the next lowest bidder, Patin Construction, in the amount of $1,846,057.79. Funding Source P487.

Background

Williamson County received seven (7) bids for IFB #22IFB105 Live Oak Ranch Subdivision Roadway and Drainage Improvements Phase 1. The apparent lowest bid for this solicitation is Green Dream International, LLC. Road and Bridge. The subject solicitation requires the bidders to submit a list of projects where similar services have been performed.  The projects submitted by Green Dream International, LLC presented a reduced scope of work compared to the scope of work requested in the solicitation. Additionally, the Green Dream International, LLC was unable to perform on a materials contract awarded in  November, 2021.  That contract had to be terminated for non-performance.  The next lowest bid, Patin Construction, was found to be responsive, mathematically correct, and materially balanced. In addition to meeting the bid qualifications, Patin Construction has performed similar work for Williamson County as well as other agencies' projects and received positive references from those contacted. Based on the responsive bid of $1,846,057.00 and previous successful experiences with the bidder, it is recommended to the Williamson County Commissioners’ Court that they award to Patin Construction the contract for Live Oak Ranch Subdivision Roadway and Drainage Improvements Phase 1 project.
