Discuss, consider and take appropriate action on approving the purchase of the Bosch Crash Data Retrieval (CDR) System and exempting Crash Data Group, Inc. from competitive bidding requirements established by Section §§ 262.024 (a)(7) of the Texas Local Government Code Discretionary Exemptions as the sole provider of the system, accessories and software in the amount of $25,450.00

Background

The Williamson County Sheriff’s Office made a request for qualifying Crash Data Group, Inc. as a sole source supplier of the Bosch Crash Data Retrieval Units (CDR), accessories and software.  The CDR products are only available for purchase in the United States and Canada through Crash Data Group Inc., Bosch’s sole product distributor.  The CDR system an essential tool for the Crash Reconstruction Unit.  The device is used to read the computers of vehicles involved in crashes by allowing the investigator to use vehicle data to determine the vehicle’s speed, braking conditions, and more.  Data is then used to verify crash reconstruction reports.  A sole source posting was made in Bonfire for 14 days with zero responses received from possible competitors.  The term of this sole source exemption will be effective for 36 months from the date of approval.  IT, budget, legal and contract audit have reviewed this purchase.  This expenditure will be charged to 01.0100.0560.005008 as per FY 23 budget.  Department contact is Commander Craig Gripentrog.
