Discuss, consider, and take appropriate action on approving the agreement between Williamson County and Mollee Westfall, Attorney at Law, PLLC, for consulting services for pretrial and magistration processes in the not-to-exceed amount of $3,000.00, and authorizing the execution of the agreement.

Background

The Williamson County District Judges, in collaboration with Pretrial Services, the Magistrates’ Office, and the County Court at Law Judges, have arranged an attorney in private practice who is also a former District Court Judge in Tarrant County to consult on current and potential changes to Williamson County’s pretrial system and magistration processes.  Mollee Westfall was a Judge in Tarrant County for 15 years, with recognized expertise in justice system structures, particularly in the area of pretrial release processes.  The Judges feel that her insights and assistance will be beneficial to the ongoing discussions regarding Pretrial Services and the magistration process. During her time, she will be meeting with certain key stakeholders as well as the District and County Court at Law Judges.  After her time on-site on October, 31, 2023, she will be available for ongoing consultation via telephone/virtual meeting.

The Courts are seeking funding support from the National Institute of Corrections (NIC) for the cost of this consultation.  Should that funding not be approved by NIC, the District Judges are prepared to use Professional Services funds already in the FY 24 budget for this. The not to exceed cost for the entire engagement is $3,000.00.  Department point of contact is Ron Morgan.
