Discuss, consider and take appropriate action on a policy exception to allow for the salary of the new hire in the Internal Audit Director position of the County Auditor's Office to exceed 15% above the minimum.

The Internal Audit Director Position (PCN 0635) budgeted salary is $106,862.08.  Bringing in a candidate at 15% above the minimum of the grade places the salary at less than the current market rate for an experienced audit director and will create compression within the office.  The request is to bring in a qualified Certified Internal Auditor (CIA) with over 20 years of governmental audit experience and private sector experience at an annual salary of $106,862.08.  This would be an additional 9.6% above the 15% and does not exceed the current budget for the position.
