Discuss, consider and take any appropriate action on revising prior authorization (granted on October 17, 2017 under agenda item #31) on transferring $70,000 and changing to “transferring up to $70,000” from the Fiscal Year 2016 Community Development Block Grant Granger Sewer Project to the Fiscal Years 2014 and 2015 Community Development Block Grant Granger Drainage Project. Revision will authorize City of Granger to reallocate an amount under $70,000 while remaining within necessary criteria for the Annual Action Plan.
Background
The City of Granger asked to reallocate exactly $70,000 from an extensive sewer project (FY16 CDBG funds in the amount of $329,500, which came in approximately $107,000 under budget). The reallocation was to be from the sewer project to the FY14 and FY15 Drainage Improvement Project (previously funded $332,700, although extra funds were necessary to move and replace waterline(s)).
The commissioners court approved the reallocation request (October 17, 2017, agenda #31), which requires the completion of a substantial amendment to the Annual Action Plan. The amended Action Plan has not been finalized, and the City needs additional clarification of the reallocation authority to change from exactly $70,000 to “up to $70,000” so that it may reallocate the funds in the best interest of completing the projects in a fiscally responsible manner. The intent is to reallocate only $40,000 which will be sufficient to cover costs for the drainage project.
