Discuss, consider and take appropriate action on increasing the budget on position control number 1793 by
$6,163.56

This position was orginially a grant position, which has been very confusing since its inception due to it
spanning fiscal years (FY17 & FY18) and being split between grant funds and general funds. The Court
was generous enough to adopt this position as a general fund position for FY19, which we are extremely
grateful for because this position plays an instrumental role in identifying and mitigating potential hazards
within the County. Due to the complexity of the funding, the timing of the position changes in relation to the
Budget Process, and PCN confusion, the funding that was adopted for this position is $6,163.56 short for
FY19. The error went unnoticed by Emergency Management, HR, and the Budget Office (initially), until
Budget discovered that the adopted budget vs. the current salary would create a shortage in the salary line
for the department. The current salary, which carried over from FY18 (minus COLA and merit) was/is within
the salary policies and parameters set forth by HR. The department is willing to utilize funding from within
its FY19 operating budget to cover the shortage. The department, Budget, and HR have reviewed all that
has transpired to determine how we missed this in an effort to catch something like this in the future, but
are all in agreement that it was a "perfect storm" of events that lead us to this juncture. It has made us all
aware to watch split funded positions in the future and coordinate as a team to ensure that the funding is
correct, if and when they are adopted in the general fund budget.
