Discuss, consider, and take appropriate action on awarding IFB #T1746 Southeast Loop at Lakeside - Phase 1 Demo to HCS Inc. Commercial General Contractors and authorizing the execution of the agreement. Funding source is Project P463.

The bids have been reviewed and the apparent low bid (D.A.R. Construction) was found to be non-responsive due to lack of the following required documents: Bid Bond, Conflict of Interest Questionnaire, and Bidder References. The apparent second lowest bid (HCS Inc.Commercial General Contractors) was reviewed and found to be responsive.The lowest responsive bidder was 2.5% higher than the Engineer’s Estimate. In addition to meeting the bid qualifications subject to being lowest responsive bidder, HCS Inc. has successfully completed similar projects for other entities. HCS has received positive reviews from the references contacted. Based on the lowest responsive bid price of $125,808.07 and the quality of the references contacted, HNTB submits the Recommendation of Award for the Southeast Loop Phase 1.
