Discuss, consider and take appropriate action on appointment of Kelsey Stone to fill a two-year term as a Williamson County representative on the Leander TIFF/TIRZ Development Authority Boards, effective November 1, 2020, and expiring October 31, 2023.

The City of Leander's Tax Increment Reinvestment Zone (TIIRZ) No. 1 is a political subdivision created by the City and County in 2006, to implement tax increment financing, which applies to a defined area generally encompassing the transit oriented development (TOD) district in Leander. The TIRZ board manages the project plan and recommends reimbursement agreements that are (1) subject to Leander City Council approval, and (2) performance based, since the cost of improvements are expected to be repaid by the creation of value and subsequent tax revenues from each improved property.  The Development Authority is the contracting agent for the TIRZ board.  It has the capability to implement projects as necessary and as approved by the Leander City Council.  The Development Authority board consists of the same members as the TIRZ board.  Williamson County holds two seats on the boards, one which is held by Commissioner Long. The court action is requesting appointment of Kelsey Stone to fill the second two-year term on the board.
