Discuss, consider, and take appropriate action regarding Change Order No. 3 in the amount of -$158,852.09 for CR 278 (Bagdad Road) at CR 278 (Champion Site Prep), a Road Bond project in Commissioner Pct. 2.

Background
This Change Order provides the final balancing for the overrun/underrun of Contract quantities on the project, as a result of addressing field conditions not accounted for in the original plans. This Change Order also adds four new items that were previously paid under Force Account Item 999-WC01. Item 999-WC01will be reduced to zero with this Change Order.
Item 432-WC01 "CONC CAP OVER WATER LINE" was used to compensate the Contractor for the labor, materials, and equipment costs needed to install a concrete cap to protect a shallow water line that was discovered during ditch excavation on the east side of Bagdad Road and south of CR 278.
Item 510-7 "ADJUST EXISTING WATER LINE VALVES IN CR 278" was used to compensate the Contractor for labor, materials and equipment costs to bring existing water line gate valves at the CR 278 intersection to match the finish grade of the pavement surface.
Item 666-6303 "RE PM W/RET REQ TY I (W) 4" (SLD) (100 MIL) and item 666-634 "RE PM W/RET REQ TY I (Y) 4" (SLD) (100 MIL)" were substitute items for the thermoplastic striping. The plans called for profile markings, but the existing pavement markings on Bagdad Road adjacent to the project are standard non-profile markings. With the approval from the Designer, pavement markings on the project were changed to match existing conditions.
