Discuss, consider, and take appropriate action on approving an exception to policy to allow Pretrial Services to post positions transferred from CSCD above minimum salary.
Background
During the FY21 Budget Process, this Court authorized a renewal of the Memorandum of Understanding with Williamson County CSCD to provide post-release supervision to pretrial defendants. This MOU was crafted in such a way to allow for the newly-created Williamson County Pretrial Services Department to assume responsibility for post-release supervision at a date to be determined.
Pretrial Services proposes that this transition take place on February 1, 2021. This will result in moving the funding remaining under the MOU to Pretrial Services, and will result in, effectively, bringing 4 positions over and creating them as “new” positions at Pretrial Services:
We are further advised that, though these positions are being brought over from another department, they are technically considered "new" and so specific court approval is required to allow these positions to be created/funded above the minimum of the paygrade. Williamson County’s Budget Policy states “All newly created civilian (non-law enforcement) positions will be funded at the minimum of the paygrade.” (Budget Policy pg. 6). We request that the Court provide such approval.
The purpose of this request is to allow for consistency in salary for individuals performing substantially similar duties with substantially similar experience, and the Budget office has reviewed this proposal and has confirmed that sufficient funds for this request exist within the MOU and within excess funds that are associated with existing positions in Pretrial Services.
