Discuss, consider and take appropriate action on the County's response for employees directly affected by COVID-19, included, but not limited to, employee accruals, work schedules, and the FMLA process.

Background

The Families First Coronavirus Response Act (FFCRA) provided up to 80 hours of paid sick and family leave under the Emergency Paid Sick leave Act (EPSLA) along with up to 10 weeks of partially paid family and medical leave under the Emergency Family and Medical Leave Expansion Act (EFMLEA) to eligible employees who were unable to work because of certain COVID-19-related reasons. These FFCRA provisions expired on December 31, 2020. 
Now, if an employee needs to take sick leave for their care or the care of an approved family member, normal FMLA guidelines apply, as well as the utilization of their own sick leave accruals. Our FMLA policy is on pages 11 and 12 of the Employee Policy Manual. We do not have additional direction from the federal government regarding potential childcare issues, employees that do not qualify for FMLA, or a modified certification process.
