Discuss, consider and take appropriate action on the compensation strategy for how new positions are funded for FY23.
Background
Currently, the budget policy states all new positions shall be funded at the minimum of the grade. Over the past 12 months, a few new positions have been funded at up to 15% over the grade due to the tight job market. Human Resources requests the Court consider changing the policy to allow a "to be determined" percentage over the base of a grade be included in the FY23 budget recommendations. This will enable departments to be more competitive in job postings and candidate selection.
