Discuss, consider, and take appropriate action on recognizing Williamson County Precinct 4 Constable Paul Leal for receiving the State of Texas Law Enforcement Achievement Award for Public Service by the Texas Commission on Law Enforcement (TCOLE).
Background
On June 10, 2022, Constable Paul Leal was the recipient of the 2022 State of Texas Law Enforcement Achievement Award for Public Service. The award was presented to him by the executive director of the Texas Commission on Law Enforcement at the state capital in the Texas House of Representatives Chamber. This award is presented to law enforcement professionals who “exceed the normal expectations of job performance through acts of professional achievement, public service or valor.” Since 1990, only 116 out of 79,000 plus law enforcement officers in the State of Texas have received this state award. Constable Leal was nominated for actions he took during Winter Storm Uri in February 2021.
