Discuss, consider, and take appropriate action on approving the Professional Service Agreement (PSA) with Twin Lakes YMCA Pedestrian Bridge Project between Hagood Engineering Associates, Inc. and Williamson County, in the amount of $16,820.00 and authorizing the execution of the Agreement. Funding Source is P555.

Hagood Engineering Associates, Inc. was initially hired by the YMCA for the Twin Lakes Pedestrian Bridge design and installation. As the Williamson County Facilities Management department shall now manage the project moving forward, it was determined that Hagood Engineering Associates, Inc. should contract with the county directly to provide the required accountability for installation.  Due to their familiarity with the project, pursuant to Government Code Sec. 2254.003.  SELECTION OF PROVIDER; FEES.  (a) A governmental entity may not select a provider of professional services or a group or association of providers or award a contract for the services on the basis of competitive bids submitted for the contract or for the services, but shall make the selection and award:
(1) on the basis of demonstrated competence and qualifications to perform the services; and
(2) for a fair and reasonable price.
Following this guidance the contract with Hagood Engineering Associates, Inc. has been drafted and negotiated.  Funding Source: Park Bonds P555. Russell Fishbeck and Angel Nuñez are the department points of contact.
