Discuss, consider and take appropriate action on approving Service Agreement #2023130 for the Inner Loop Annex Building Automation System (BAS) Upgrade, per BuyBoard Contract #631-20, in the not-to-exceed amount of $135,932.00 and for the Criminal Justice Center BAS Retrofit in the not-to-exceed amount of $387,219.00 with Automatic Logic, exempting Automatic Logic from competitive bidding/proposal requirements per Texas Local Government Code §262.024(a)(7)(D)[captive replacement parts or components for equipment, and authorize the execution of the agreement.
Background
Williamson County is currently utilizing the Automatic Logic Web CTRL Building Automation System (BAS). The system includes electronic components, web access controllers, data relays, that connect to building fire panes for various equipment that control air conditioning, heating, boilers, and appurtenances managed via an internal web-based application. Automatic Logic's web-based application is currently installed, serviced and monitored by Williamson County IT servers, that follows Facilities Management to control/operate over thirty-five (35) building structures and over two hundred eighty (280) Automatic Logic BAS units throughout Williamson County Facilities. This agreement is for the Inner Loop Annex BAS Upgrade, located at 301 SE Inner Loop, Georgetown, TX 78626 and Criminal Justice Center (BAS) Retrofit, located at 405 Martin Luther King St., Georgetown, TX 78626. Funding source for Inner Loop Annex: 01.0100.0143.004509, estimated budget is $180,000.00. Funding source for Justice Center: 01.0100.01009.004509, estimated Budget is $395,0000.00.
