Discuss, consider and take appropriate action to convert Domestic Violence Detective Pcn#2077.001105 position from an ARPA funded grant position to a permanent position in the Sheriff's Office general funds to be effective January 1, 2025.
Background
This Detective position will be funded until December 31, 2024 when ARPA funding will end. The Sheriff's Office is requesting permanent funding for this position to underscore the ongoing concern surrounding domestic violence within our jurisdiction, exemplified by the intricate cases currently assigned to the Detective. Recognizing the gravity of this issue, our agency, community and commissioners have diligently identified the necessity for a specialized resource to handle domestic violence cases with the sensitivity, expertise and dedication they demand. Our Domestic Violence Detective brings a wealth of specialized knowledge and skills in trauma-informed investigations, victim support and collaboration with various agencies. This expertise is indispensable for effectively navigating the complexities inherent in domestic violence cases. This position maintains a steadfast victim centric approach, ensuring survivors receive the necessary support and empathy throughout the investigative process. This approach is vital for fostering trust and encouraging cooperation from survivors in the pursuit of justice.
The Domestic Violence Detective joined the Persons Crimes Unit in July 2023. From July 2023 to December 2023 this unit was assigned 460 cases for investigation. After the 3 months of training 40 of these cases were assigned and investigated by the Domestic Violence Detective.

Total Arrests Made: 10
Breakdown of Cases Assigned:
Homicide: 1
Family Violence/Terroristic Threat: 7
Sexual Assault: 20
Stalking: 2
Harassment: 7
Disorderly Conduct: 2
Violation of Bond Conditions: 1
The detective in this position promptly initiated positive communications and established a working relationship with the District Attorney's Office. This involved seamless coordination and collaborative efforts in case reviews and the prosecution process. Additionally, the detective has significantly contributed to the community by actively participating as a member of the Williamson County Sexual Assault Response Team. Furthermore, valuable working relationships have been cultivated with Brave Alliance, the Sexual Assault Examinations provider for Williamson County and the Williamson County Advocacy Center. The detective's specialized training enhances not only the prosecution process but also positions them as a more expert witness for prosecutions, providing a valuable asset to the investigative and legal aspects of the cases.
We would like to respectfully request the Commissioners Court to continue funding this position in the Sheriff's Office general fund beginning January 1, 2025.
