Discuss, consider and take appropriate action on line item transfer for Juvenile Services.  

Background

Juvenile Services would like to transfer $45,000 from Professional Services (BLI 4100) to Computer Software >$5000 (BLI 5741).  If approved, the department will use the funds to purchase a mobile inmate tracking program through Guardian RFID.  GUARDIAN RFID will allow us  to effectively and comprehensively manages security through automation, while supporting important capabilities such as real-time guidance via Compliance Monitor, which includes system notifications and email-based reminders. Security rounds (including security checks and room checks) support offender-level data collection, simultaneous support for image capture during room checks to demonstrate compliance with required standards, and the ability to look at a youth's profile data during security rounds.  It allows for the department to easily hold youth and staff accountable with reporting and analytics, improving the overall safety and security of both youth and staff.  

 This is the same tracking system currently used by the Williamson County Jail.  Additionally, the department has already spoken to ITS and they do not have any concerns with utilizing this system.   Budget has no concerns as well.
