Discuss, consider, and take appropriate action on the creation and funding of a Public Information Act Coordinator position within the Elections Department to assist with timely processing of public information requests and improve compliance with statutory deadlines. This position will handle intake, tracking, redacting, response coordination, and reporting for PIA requests, with emphasis on elections-related data and records.

Public Background

The Elections Department has experienced a sustained increase in complex public information requests, particularly surrounding elections' administration, voter data inquiries, and ballot and equipment records. These requests frequently require coordination with multiple departments, specialized redactions, and adherence to strict statutory timelines. Elections-related materials may involve confidential information, security-sensitive documentation, and statutory exemptions that require careful review and redaction. Without dedicated staffing, existing personnel are diverted from mission-critical election duties (training, logistics, compliance, and voter support), creating an increased risk of delayed responses or incomplete PIA responses which could lead to potential complaints and litigation.  Human Resources has recommended a grade of B26 at $56,987.77 annually.  If approved, this position would be effective April 24th, 2026, to coincide with the beginning of a new pay period (not on 5/1/26 as indicated in the job description attachment itself).  Total funding needed for salary and fringe is $35,710.49.  Funds are available in 409 Non-Departmental for succession planning events and are not expected to be spent this fiscal year.  Should the court approve this item, the line item transfer is attached and may be approved as well.
