Discuss, consider, and take appropriate action on exempting Environmental Systems Research Institute (ESRI) from the competitive bidding or proposal requirements established by Section 262.024(a)(7) of the Texas Local Government Code, as the sole source provider of software maintenance for our Geographical Information System (GIS) software (technical support, plus ESRI software upgrades/updates).
Background
Requested by Lisa Maraden, Analyst I in the IT Department; ESRI, as the owner and manufacturer, is the sole source provider of the software maintenance.
