Background
This Change Order substitutes the Type C surface hot mix asphalt (HMAC) with Type D HMAC. This change provides an improved finished product and aligns with recent County direction to utilize Type D HMAC. The unit rate for the Type D asphalt submitted by the Contractor is consistent with the TxDOT average low bid unit price.
