Background
Williamson County received two (2) offers; One (1) was responsive and one (1) was a no-bid. The solicitation was review by 36 suppliers. There are very few providers of this service. Radio QA is a highly specialized function and requires a highly technical workforce. Although there are numerous individuals and consultants that can provide ad hoc services, there are only a select few companies, agencies, and academies that have the capability of providing this service at the scale we are seeking.
The evaluation team’s recommendation: The Denise Amber Lee Foundation (DALF) has a reputation and the resources to provide the team needed for this type review. DALF is dedicated to the improvement of 9-1-1 services, through education and quality improvement processes, across the United States. DALF was instrumental in the education and oversight of the initial implementation of our Quality Assurance/Quality Improvement program and demonstrated the ability to bring in quality materials, personnel, and work products. This was reflected in their submission.
This is a one-time purchase. This expenditure will be charged to 0100.0581.004500 and is authorized at a not to exceed amount of $80,000 in the FY2018 budget.
