Discuss, consider and take appropriate action on a resolution for participation by Williamson County in a 2019-2023 air quality plan for the Austin-Round Rock Metropolitan Statistical Area (MSA) including providing financial funding on a per capita basis.

Background

The current regional air quality plan (aka Central Texas Clean Air Coalition; the “CAC”) is set to expire at the end of 2018. The measures instituted under the plan have contributed to the region’s continued designation as “attainment” under the federal standards for ground level ozone (O3).

The new plan outlines these goals: 1) efforts aimed at maximizing chances for continued O3 compliance, and 2) minimize regional health and environmental impacts of air quality issues.

Williamson County and other existing CAC members are being asked to indicate and communicate to the Capitol Area Council of Governments (CAPCOG) by October 26 an intent to participate in the new plan and identify those air quality measures to implement (both existing and, where appropriate, new) as contributions to the regional air quality plan. (Note: the attached letter indicates “by the end of September 2018” but CAPCOG staff has verbally changed that to 10/26/18 and as per a draft resolution provided by CAPCOG.)

Additionally, this action is to consider Williamson County’s annual funding contribution to CAC and CAPCOG implementation of the air quality plan. For 2018, this contribution was $30,205. The overall 2018 budget for the CAC was buffered by a 2017 state funds carry-over. The per capital formal for 2019 is calculated to be $45,992.

Requested Commissioners Court action is to pass a resolution indicating participation in the new, 2019-2023 air quality plan for CAC and to authorize funding in the amount of $45,992 for calendar year 2019 as Williamson County’s appropriate share.
