Discuss, consider and take appropriate action on creating a policy regarding line item transfers and contracts.

Currently, line item transfers can be placed on the agenda without budget office and auditor review.  We would like the court to consider adopting a policy stating that line item transfers be submitted to the agenda by Tuesday at 5:00 p.m. and only be placed on agenda after budget and audit review.  Budget and audit would not approve the line item transfers, but would rather ensure that sufficient funds are available and that the transfer is within policy for items that were approved by the Court during the budget process.
