Discuss, consider, and take appropriate action on the approval of a resolution and a Memorandum of Understanding (MOU) between Williamson County and the City of Liberty Hill formulating responsibilities of each party for a Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) grant application and management of an emergency warning system project.

Due to the City of Liberty Hill not being a current participant in the Williamson County 2017 Hazard Mitigation Plan and not having their own hazard mitigation plan, they are unable to apply for FEMA Hazard Mitigation Grant Program (HMGP) funding, as having a plan is a requirement for submitting a grant application.  With the revision of the Recommended Mitigation Actions (Table ES-1) in the County's 2017 Multi-jurisdiction Hazard Mitigation Plan, Williamson County can apply on behalf of the City of Liberty Hill, allowing the City to reach their identified public safety goal of purchasing and installing outdoor warning sirens. After consulting with the Auditor's Office, Purchasing and legal and due to the programmatic requirements, it was determined that it would be best to have the County apply for the grant.  The MOU outlines the responsibilities of each party, including that the City will provide the 25% match required and will be legally and financially responsible for the project, while the County will apply on behalf of the City and control all procurement and grant administration.  The MOU has been reviewed by Auditing, Purchasing and legal.  The City of Liberty Hill has reviewed the item and has the MOU on their Monday, November 25th council meeting to formalize the agreement.
