Discuss, consider and take appropriate action on an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approve a budget amendment to acknowledge additional expenditures for the Tobacco Fund HUG Program.

The Tobacco Hug fund is technically considered a "small department" with less than four employees and is eligible for an additional 1% merit each year.  During the budget process, the EMS Director indicated he did not want/need for our office to budget the additional 1% and was only allocating 4% as funded the court.  He has since reconsidered and is asking to amend this budget to reflect/provide funding for the additional 1%.  This is within policy.
