Discuss, consider and take appropriate action on an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approve a budget amendment to acknowledge additional expenditures for the General Fund Non-Departmental.
Background
The County receives grant funding for the SCAAP program (State Criminal Alien Assistance Program). The third party administrators, Justice Benefits, payment is based on the award amount. The Federal government suspended this program for several years. The budget estimate was based on historical data. The award is much greater than anticipated, therefore, the payment to Justice Benefits has increased.
