Discuss, consider and take appropriate action on a resolution authorizing the Presiding Officer of the Williamson County Commissioners Court to execute a Deed without Warranty from the City of Taylor, Texas, and Williamson County, Texas to Habitat for Humanity pertaining to 0.13 acre tract of land in the J. Winsett Survey, Abstract 661, in the City of Taylor, Williamson County, Texas. This subject tract containing 0.13 acre according to the map of the Williamson Central Appraisal District under Tax Account R019818.

Background

In 2008, Williamson County filed a lawsuit to collect delinquent property taxes on behalf of itself, Taylor Independent School District, and the City of Taylor, Texas. In 2009, a judgment was signed ordering foreclosure of the tax liens on property tax account R019818. Pursuant to the Property Tax Code, the property was offered for sale at a public auction. The property did not receive bids and was taken into trust by the City of Taylor for the use and benefit of all other taxing jurisdictions. This property has been held in trust with an exempt status since 2009 and has therefore been completely exempt from taxation since.

Habitat for Humanity of Williamson County Texas, Inc., has proposed to purchase the properties for a sum of $50.00. The property would be used for residential single-family development. After the residence is built the property will be conveyed to the new owner, returning the property to the tax roll with an increased value. By accepting this offer, the County is removing the property from exempted tax status, meaning the property will once again generate tax revenue for all the applicable taxing units listed above. 

For the reasons stated herein, it my recommendation to accept this offer by Habitat for Humanity of Williamson County Texas, Inc.
