Discuss, consider and take appropriate action on exempting Penlink, Ltd. from the competitive bidding requirements established by Section 262.024(a)(7) of the Texas Local Government Code Discretionary Exemptions, as the sole provider for Pen-Link PLX and Pen Point programs to support the operations of the Williamson County Sheriff's Office.
Background
Penlink, Ltd. is the only provider of the Penlink PLX and Penpoint programs. Purchasing researched this request and was unable to find competitive sources providing the same features. The sole source posting was in Negometrix for 14 days with no competitive responses received. The requested Sole Source designation would be applicable for a period of 36 months.
