Discuss, consider and take appropriate action on exempting Tenex Software Solutions, Inc. from the competitive bidding requirements established by Section 262.024.(a)(2) of the Texas Local Government Code Discretionary Exemptions for items necessary to protect the public health or safety of the residents of the county and authorizing execution of the agreement.

The Williamson County Elections Department wishes to procure Epoll Books that would allow for electronic signatures for checking in voters at polling locations.  By eliminating traditional paper forms and pens, the Elections department feels this system would be a tool in helping to reduce the transmission of COVID-19 in polling places as touch screens are easily cleaned with an alcohol solution.  IT has reviewed this system.  Attached is the quote, contract and the Williamson County Addendum for the Purchase of Goods and Services During COVID-19 Operations.  This expenditure will be charged to two different line items.  $76,500 will be charged to 01.0377.0377.003010 and $293,000 to the Elections CARES subgrant 421P/421CO/6.1.  Department contact is Chris Davis.
