Discuss, consider and take appropriate action on the District Attorney's lateral personnel moves to fill vacancies.
Background
One of the DA Victim Assistance Coordinators resigned to take a position with the Children’s Advocacy Center. We intend to move existing employees into current budgeted positions to fill vacancies. These moves require no change in our budget, no change in the existing budgeted positions, no reallocation of budget funds, and no funding transfers. See attached chart.
The purpose of these moves is to generally ensure that the most experienced and senior employee in a position earns more salary than a new employee in the position with less experience. The goal is to achieve and maintain general internal equity in our organizational structure.
Management decisions of this kind, that do not affect the budget or contradict policy in any way, should be a simple direction of an elected official to HR for record purposes with no consideration or action of the Commissioners Court.
We are placing this issue on the Court’s Agenda only because HR advised that it is required to accomplish our intended personnel moves. We maintain that the actions we are taking does not violate County policy and should not require any consideration or approval by the Court.
