Discuss, consider and take appropriate action on line item transfer for Juvenile Services.

Juvenile Services is requesting a line item transfer from residential services into repairs to equipment to repair control panels in the four residential pods.  Multiple buttons on each panel are malfunctioning and need to be repaired to ensure that we have the ability to access all doors.  The updated panels will now have through the face mechanical push buttons instead of membrane dome push buttons, which will allow the push buttons to be individually replaced in the event of future failure. 
 
This expense was not budgeted for FY21 because we were unaware of the issues with the panels until after the budget process was complete.  However, we feel that it is important to get them replaced as soon as possible.
