Discuss, consider and appropriate action on adopting a resolution supporting the application for Homeland Security Grant funding for the 2021 HazMat Portable High Pressure Mass Spectrometer Project grant #4209401.
Background
These funds would be utilized to purchase a High Pressure Mass Spectrometer with Ion Mobility. This is a portable unit with the capability to detect and identify trace-levels of unknown vapors, solids and liquids, including CWA's (Chemical Warfare Agents), explosives, TIC's (Toxic Industrial Chemicals), and Illicit Drugs including Fentanyl. Currently, no hazmat teams in the region have the ability to identify trace-levels of the aforementioned items with a hand held unit that uses high pressure mass spectrometry. This unit would be utilized on hazmat/terrorism events as well as explosions and suspicious packages to help ensure we identify any potential threats to responders or the public. The addition of this monitor would give the Williamson County HazMat Team a NIMS Type 1 designation, the highest recognized HazMat response designation assigned by FEMA.
