Discuss, consider, and take appropriate action regarding Change Order No. 5 in the amount of $-11,737.85 for CR 110 Middle (James Construction), a Road Bond project in Commissioner Pct. 4. P: 261 Funding Source: Road Bond
Background
This Change Order adds various changes to the project, including 1) improvements for DeSoto Loop; 2) channel excavation and drainage improvements; 3) use of full-depth asphalt at Toscana Trace; 4) removal of lime treatment with addition of finish subgrade item; 5) additional item to pay for police used during traffic control; 6) mill and repave asphalt at University Boulevard intersection to prevent pond; 7) pothole repairs on existing CR 110; 8) replaced signal controller damaged by lighting; and 9) additional fittings for the Jonah Water line.
1) Side streets, including DeSoto Loop North and DeSoto Loop South were constructed after the CR 110 design was complete. These were not included in the original CR 110 plans. This Change Order adds the design for the side street connections to the contract to maintain traffic to the new subdivision. The side street connections included removal of existing pipe, curb and gutter, sidewalk, flexible base, and asphalt. The new side streets required new storm sewer pipe and end treatments, full -depth hot mix asphalt pavement, curb and gutter, sidewalk, and pedestrian ramps. The intersections were constructed utilizing full-depth asphalt in lieu of flexible base, to prevent traffic impacts during construction of CR 110. Additionally, due to the grade difference between the existing DeSoto Loop North and CR 110, the profile of CR 110 had to be raised to provide an acceptable tie-in with the side street.
2) Drainage improvements were added to the project from north of Limmer Loop to DeSoto Loop South. The Paloma Lake Subdivision was constructed after the CR 110 plans were developed. The subdivision developer made off-site elevation changes that impacted the proposed CR 110 roadway drainage. The required roadway improvements included adding drainage capacity to the ditch along CR 110 to prevent drainage from the roadway from leaving the right-of-way (ROW) and flowing into the subdivision. Additional channel excavation was required at the downstream ends of the culverts to provide drainage.
3) Full-depth hot mix asphalt was utilized at the intersection of Toscana Trace and CR 110 in lieu of flexible base to maintain an all-weather surface and to minimize the impact to local traffic.
4) The plans called for lime-treated subgrade in the pavement section. During excavation to subgrade elevation, hard rock was encountered. Due to the quality of material encountered at subgrade, the lime-treated subgrade could not be processed and was deleted along CR 110. This Change Order deletes the quantity of lime from the contract and adds a pay item to compensate the Contractor for the cost of finishing the subgrade prior to placement of flexible base.
5) Due to the speed and traffic volume, police officers were used during various lane closures. This Change Order adds a pay item to compensate the Contractor for the use of police officers and marked vehicles in lane closures during the project.
6) After the roadway was constructed according to the plans at the intersection of University Boulevard and CR 110, an area of ponding was identified in the roadway just north of University Boulevard. This area was milled and repaved to eliminate the ponding. This Change Order adds an item to compensate the Contractor for the cost of milling and repaving this area.
7) Pavement repairs were required on the existing pavement in various locations during construction that were repaired by the Contractor. This Change Order adds a pay item to compensate the Contractor to repair potholes in the existing pavement.
8) After installation according to plans, the new signal controller at University Boulevard and CR 110 was damaged by lightning. This Change Order adds a pay item to compensate the Contractor to repair the damaged controller with a new one.
9) The new Jonah Water line system required additional fittings for connections at Builders First and Jonah Water tower that were not included in the original plans.
