Discuss, consider and take appropriate action on approving termination of the Electronic Bidding and contract Management System Mercell (formerly Negometrix) effective 09.15.2021 and authorizing the execution of the notice of termination letter.

Background

In 2019 the County issued an RFP to procure a new electronic bidding system as the old third-party contract was about to expire. Negometrix 3 was the platform that was selected which also included a contract management system. Shortly after implementation of Negometrix 3 the vendor announced an upgrade to a new platform Negometrix 4. It was indicated by Negometrix that the upgraded version would be even more sophisticated, user-friendly and had better features than Negometrix 3. After several months of implementation and usage, it became clear that Negometrix 4 was not fully developed when deployed and was lacking many very important features Negometrix 3 contained.  The decision was made to cancel the current contract with Mercell (formerly Negometrix) effective 09.15.2021 and deploy a new solution effective today, so the transition between both systems can be as smooth as possible.
