Discuss, consider and take appropriate action approving a Professional Services Agreement (PSA) for Wiss, Janney, Elstner Associates, Inc. (WJE) in the amount of $12,000.00 for the Design, Engineering and Construction Administration Services required for the Williamson County Expo Center Roof Repair as a result of the February 2021 winter storm event; and exemption of these services from the competitive bid/proposal requirements of the County Purchasing Act pursuant to the discretionary exemption for personal or professional services, as set forth under Tex. Loc. Gov’t Code § 262.024(a)(4).

The Facilities Department and Parks Department are collaborating to repair winter storm damage to the Williamson County Expo Hall roof to assure resumed operations at the property.  In order for the building to be deemed safe for public occupancy, the county requires a structural engineer’s certification on the current corrective measures, specifically the temporary roof patch that has been installed.  Wiss, Janney, Elstner Associates, Inc. (WJE) provided the original design on the Expo Hall structure and has specialized knowledge of the facility.  Staff seeks their services in this capacity.

The $12,000.00 fee shall compensate WJE for the following scope of services:  1. Design of the structural connection between the new steel frame and the existing foundation and 2. Construction administration services to oversee the repair.
