Discuss, consider and take appropriate action on approving the agreement with the Capital Area Council of Governments Capital Area Emergency Communications District (CAECD) for the Private Switch/Automatic Location Identification for 9-1-1 Emergency Service and authorize the execution of the agreement.

Approval of this item will support the operations of Williamson County 9-1-1 Communications.  Attached is a migration letter as well as the private switch agreement that outlines the details of this migration.  Williamson County was notified in September 2020 that the current Private Switch/Automatic Location Identification provider had migrated from Intrado (formerly West) to AT&T.  This service allows users of multi-line telephone systems to directly control and update location information of their telephone numbers in the 9-1-1 database.  This platform allows first responders to see the physical location of the emergency call rather than general billing address.  Migration took place August 3, 2020 and as of that date billing changed to the AT&T rates.  CAECD has covered the cost of the fee and will continue to do so until September 30th, 2021. Williamson County will be responsible for the full invoice amount beginning October 1st, 2021.  It has been estimated that the annual spend at new rates will be $1,100 per year.  CAECD has requested we sign the agreement first which has been reviewed/coordinated with the Legal Department and the Judge's Office.
