Discuss, consider, and take appropriate action on awarding IFB #T4320 CR Paving 401,402 and 404 to Texas Materials Group, Inc. and authorizing the execution of the agreement.  

The Purchasing Department solicited sealed bids for IFB T4320 CR Paving (401,402 and 404).  The bids have been reviewed and the apparent low bid (Texas Materials Group, Inc.) was found to be responsive and materially balanced. Three (3) bids were received. The lowest bidder was $103,127.19 higher than the engineer’s estimate, a cost difference of 12.6%.  In addition to meeting bid qualifications subject to being the low bidder, Texas Materials, Inc. has successfully completed asphalt paving on other County bond projects as a subcontractor. These projects include the Inner Loop Improvements, CR 119, Bagdad Road at CR 278, CR 176 at RM 2243 and the CR 110 Middle. Based on the references and qualifications for Texas Materials, Inc. the recommendation is to award the County Road Paving (CR 401, 402, 404) contract to Texas Materials, Inc. in the amount of $922,709.84. Department Point of Contact is Kate Wilder of HNTB.  Funding source is P389 (CR 402) and P390 (CR 401/404).
