Discuss, consider, and take appropriate action regarding a Nationwide Permit 14 Preconstruction Notification (NWP14 PCN) and Biological Assessment (BA) Application to the U.S. Army Corps of Engineers (USACE).  The application is required as part of the Due Diligence Environmental Investigations for the Corridor H – Sam Bass Road Project in Commissioner Pct. 1.

Background

The Corridor H – Sam Bass Road Project requires USACE approval of the NWP14 PCN and BA prior to construction. The permit authorizes activities required for the construction, expansion, modification, or improvement of a linear transportation project in Waters of the U.S. along Sam Bass Road from RM 1431 to Wyoming Springs Drive to satisfy environmental due diligence requirements.  USACE is the lead agency and will consult with the US Fish and Wildlife Service concerning potential impacts to federally listed threatened or endangered species or critical habitat potentially affected by the project.  A Permit Application and Authorized Agent Form is required to authorize an employee of Cox McLain Environmental Consulting, Inc. to submit the NWP14 PCN and BA application to the USACE for review and approval on behalf of the County.
