Discuss, consider and take appropriate action on establishment of an adult sexual assault response team and appointing required positions, as mandated in Section 351.252 of the Texas Local Government Code.

During the 87 Regular Legislature, SB 476 was approved and has been enacted into law.  Section 351.252 of the Texas Local Government Code requires counties to create a sexual assault response team (SART) and for the Commissioners Court to appoint members to the team.  A list provided by the District Attorney of recommended members has been attached.  The SART is required to meet at least quarterly and to develop written protocols, addressing a coordinated response for adult survivors of sexual assault.  The protocols shall include procedures to be used in investigating and prosecuting cases arising from a report of sexual assault. The SART will also provide sharing of interagency information, ensure survivors are offered access to sexual assault advocates and have access to mental and behavioral health services.  The SART will assess relevant community trends and will provide a report no later than December 1 of each odd-numbered year, which shall include:

• Number of sexual assault reports
• Number of investigations 
• Number of indictments
• Number of reports with no indictment
• A list of SART members participating in meetings
• Copy of written protocols developed
