Discuss, consider and take appropriate action on awarding IFB 22IFB67 Davilla Street Culvert Replacement to the lowest and best bidder, Chasco Constructors for $664,464.00. Funding source is Project: 486, Road Bond.
Background
The Purchasing Department solicited sealed bids for IFB #22IFB67 Davilla Street Culvert Replacement. Forty-four (44) suppliers participated in the solicitation of which three (3) suppliers submitted a bid. The bids have been reviewed and the apparent low bid (Chasco Constructors) was found to be responsive and materially balanced. Chasco Constructors was 17% higher than the Engineers Estimate, HNTB attributes the higher than expected prices due to the location of the project and the small quantities items of work related to flexible base, asphalt, and concrete paving. The bidding was competitive with the lowest two bidders being within 12.9% of each other. In addition to meeting the bid qualifications subject to being low bidder, Chasco Constructors is currently the Contractor on Thrall (S. Bound Street), Cotrell Street in Bartlett, and Coupland Street projects. They have also successfully completed projects for Williamson County including Inner Loop Safety Improvements, CR 110 South, and CR 258 - Sunset Ridge to Reagan Blvd. Based on the quality of work performed by the Contractor and favorable working relationship with the County and its Representatives, HNTB therefore concurs with the recommendation of the Design Engineer, RS&H, for award of the Davilla Street Culvert Replacement construction contract to Chasco Constructors in the contract amount of $664,464.00.
