Discuss, consider, and take appropriate action on a policy exception for a new hire for the grant-funded Family Recovery Court position.

The District Court Program Administrator position is funded through an Office of Juvenile Justice Programs grant, and is classified as a B.30 (starting salary $63,021).  This is a programmatic leadership-oriented position that requires a broad variety of core competencies, including managing personnel and program partners, in-depth knowledge of the child welfare court system and the non-profit world, and an understanding of substance abuse treatment processes.  

Because of the level of responsibility accorded this position, and considering the very tight job market that we are seeing presently, we would like permission to post a range of up to 15% over the minimum of the grade ($72,474).  This will provide us the flexibility to attract the widest possible group of eligible candidates, including individuals from non-profit leadership in the child welfare space, for a position that will be noted as "grant funded" when posted.  

This projected salary is completely covered by the OJJDP Grant and no general fund dollars would be needed to support this request.
