Discuss, consider and take appropriate action on approving software subscription agreement between Williamson County and Questica Ltd. via cooperative purchasing through the Riverside County Transportation Commission to support Budget Office operations in the amount of $302,075.68 and authorize execution of subscription agreement.

The Questica agreement for budgeting software is for a term of five (5) years to include the recurring annual subscription and the one time professional services fee.  Williamson County special terms, including additional protections and adding a non-appropriation provision due to the absence of a termination-for-convenience clause, are set forth on pages 1 and 2. Based on the pricing offered, the vendor is only willing to agree to non-appropriation at this time.  IT, Legal, Contract Audit, and Budget have reviewed this purchase.  Total cost for FY22 is $35,530.00 charged to 01.0100.0503.004505.  The one time professional services fee of $105,750.00 will be charged to FY23 01.0100.0503.004100.  Subsequent year subscription fees will be charged to 01.0100.0503.004505 as appropriated.
